12 NAVY SUPPLY NEWSLETTER SPRING 2008 FRoM THE SToRES NAVAL CATEGoRY SPoNSoR By WOSN Grant Leepere CPL CMILT Since I started being your Category Sponsor back in July 06 I can honestly say I have had the pleasure of seeing around 90% of the Stores Naval community and have only missed a couple of ships due to their schedules. My aim before the next article is to have visited every platform and every Stores Naval sailor, fingers crossed this can be achieved even with our funding constraints. For those of you I have visited or have met at the CAG, thank you for your hospitality and taking the time out to pass on your issues. This open discussion with you is my best gauge of how the branch is really doing. I can get reports from many different directorates that will paint a completely different picture but it’s you at the coal face who really let me know how it is. The CAG in Sydney was a great success and the Supply Conference was well received. Due to financial restraints the CAG in Darwin was cancelled but hopefully the one scheduled in March 2009 at Stirling will go ahead. For planning purposes, you are requested to approach your Supply Officer and put in your funding bids for these two events. I have been very impressed with the turn out over the last three CAG’s and I would like to see this trend continue. I have been asked a couple of times during my visits what has my directorate actually achieved during my 18 months in the chair. I can honestly say I would have liked to have achieved more but at the end of the day the most simplest of change to you is something that could be near on impossible to achieve in Canberra. For example, putting an extra Able Seaman in your establishment or ship might sound as easy as changing a duty statement but the reality is that many directorates, defence groups, external agencies and Commanding Officers need to be involved and all must be in agreeance. This process can take months and if one of the key players does not agree to the proposal the whole process comes to a grinding halt. Having said that we have had a couple of wins and some are listed below. • Provisions are no longer a Stores Naval responsibility. We have talked about passing the victualling baton to the Cooks for years and finally it has come to fruition. Thanks must go out to LCDR Thompson who worked extremely hard in consultation with Fleet and SO2 Catering, LCDR McAuliffe to make this happen. • JP2077 is moving ahead nicely and some discussions have been conducted regarding the way we will do business in the future. A comprehensive brief will be delivered at the next CAG. • HMAS TOBRUK has gained a Petty Officer and we are currently working on upgrading a LSSN position to a POSN position on HMAS SUCCESS. • Fleet Logistic Support Element – FBE is a reality however staffing remains a problem. • Professional alignment with CILTA is a great step in promoting awareness and recognition for the work we do in the Navy to our civilian logistic counterparts. • The SAO PJT has been reworked to meet the needs of a newly posted SAO. • The whole training continuum has been revamped. An intermediate course is being developed aimed at competitive Able Seaman and newly promoted Leading Seaman. This should deliver a more confident person in taking on their first posting at sea as a Leading Seaman. None of these achievements were possible without the collective efforts of ADNPR (SU), FHQ, NHQ, SHF and SYSCOM. We have a great working relationship and we all have the same focus of improving the Naval Stores branch. Thanks to those directorates for your hard work, enthusiasm and taking the time to care about the professional development of the Stores Naval branch. I have noticed an increase in sailors not having the correct skill grades matched to rank. I don’t know if it’s something your Divisional Officers miss when doing interviews or it’s a procedural problem with the completed journals not reaching the Competency Management Cell at HMAS CERBERUS. Either way if we all take ownership of our career this problem would cease. Please check that you are allocated your correct skill grade. In some cases a jump in skill grade equates to a jump in pay group. The breakdown is as follows. • Completion of Initial Stores Naval Course, awarded Skill Grade 1 at Pay Group 2 • Completion of Work Experience Log Pt 1, awarded Skill Grade 2 at Pay Group 3 • Completion of Continuation Training Log Pt 2, awarded Skill Grade 3 at Pay Group 3 • Completion of LSSN Comp Log Pts 1,2 and 3, awarded Skill Grade 4 at Pay Group 3 • Completion of SAOPJT, awarded Skill Grade 5 at Pay Group 4 Please take the time to ensure your career progression is ticketyboo. FRoM THE WRITER’S CATEGoRY SPoNSoR By WOWTR Andrew Hart As your new Category Sponsor, I would like to thank LEUT (previously CPOWTR) Marsh Quintieri for his excellent work whilst undertaking the role of Category Sponsor. His efforts have ensured that the Writer Category has remained in a viable state. For many of the younger members of the Writer Category who do not know me, it is important that you know a little of my background. However I am sure that I will get a chance to meet many of you in the near future. I have had many postings to Navy Headquarters that enabled me to be exposed to all jobs undertaken by a Writer whether it was in policy or personnel. Some of the jobs I have undertaken are; Staff Officer Naval Training and Education, Pay Office HMAS CANBERRA, Fleet Supply Team, three postings to DSCM over the years, Director of Naval Recruiting, COSEC HMAS MELBOURNE, Establishments Navy – Workforce Planning and COSEC HMAS NEWCASTLE. Having just left HMAS NEWCASTLE, I am well aware of the pressures and workload placed on Writers at sea. This is equally applicable to those who are posted to shore positions. The role of the Writer will change over the coming years moving more into a human resource management role. There will be a few changes to the way we train our writers to undertake a more robust training continuum resulting in a professional sailor that is focused on Personnel and Finance/Payroll issues. To achieve the status of “HR Specialist” Navy will need to continue to invest in a training continuum that allows its personnel to grow from the rank of SMNWTR* to WOWTR. It was pleasing to see the large number of Writers that have become members of the Australian Human Resource Institute (AHRI). Professionally aligning the Writer Category will provide valuable recognition for what Writers do within the Navy. Increasing our chances of filling the recruiting target and possible pay increases for our branch. Much work has been undertaken by the Supply and Health Faculty in relation to the redevelopment of the Writer training. I hope to be able to work closely with the SHF to have the Basic Training, Competency Based Training and Advanced Training up and running for the future of our Writers.
