22 NAVY SUPPLY NEWSLETTER SPRING 2008 Australian defence Force School of Catering Hello to all in the Supply Community! As I am writing this, one calendar year is starting the path to completion and planning is underway for the next. The ADFSC remains extremely busy in its mission to provide the Navy and the ADF with highly trained and motivated Cooks and Stewards. ‘Busy’ would almost seem like an understatement, as the last 9 months have delivered a pace of training not seen before in the school’s almost 10 year history. The start of 2008 saw the farewell of Major Andrew Martin from the position of Officer Commanding the ADFSC and the welcome of Squadron Leader Kevin Murray into the school. This change was a historic one, as it is the first time a RAAF officer has filled the OC’s position. In addition to this, many key personnel have moved on to new postings and we have also seen a few new faces at the school throughout this year. This year has also seen changes within course programs and course content, but the greatest change is yet to come. In 2007, the Industry Skills Council updated the national package for all hospitality training. Known as SIT07, this new package is the national standard for which all Registered Training Organisations (RTO) must adhere in delivering hospitality training. As an RTO, the ADF is no different and it means that every course conducted by the ADFSC must be reviewed to ensure compliance. In most cases these changes mean a competency name change or a reshuffle of competencies. Luckily, there should be little new course content that is required, however, there is still a lot to be achieved by the implementation date in early 2009. RCC/RPL and the QSMC One area of the ADFSC that has continued to be successful during 2008 has been the Quality Systems Management Cell (QSMC) and its overseeing of the Recognition of Current Competency (RCC) and Recognition of Prior Learning (RPL) process within the competency based training framework. Briefly, all training for basic catering skills for Initial Cook and Steward trainees is delivered by a contractor, Chisholm Institute of TAFE, at either the Frankston or Rosebud campus. To attain their respective Certification, the trainees are delivered a package of competency units that are based upon Enterprise Standards. Cooks have to complete 27 competencies at TAFE, whilst Stewards have 18 competencies to achieve. At the conclusion of the training courses (19 weeks for Cooks and 9 weeks for Stewards), the trainees are awarded a Certificate II in Hospitality (Kitchen Operations) for Cooks or Certificate II in Hospitality (Operations) for Stewards. As these competency units are based upon Enterprise Standards, the same competency units are also taught at a range of other training providers around the country. A trainee may request to have their previous qualifications and experience recognised by a training institution and as a Registered Training Organisation (RTO), the Navy must facilitate such requests. At the ADFSC, a trainee submits the list of competencies that they have achieved elsewhere to the QSMC, in the format of an official statement of attainment. The QSMC then ‘maps’ the held competencies against the enterprise standards, to ensure they are the same. The request is then formalised and sent to Chisholm TAFE for review and recognition of currency and validity against civilian certification. Once validated, the matching competencies are credit transferred against the individuals training package and the trainee is advised of the outcome. The result of this process may mean that the trainee may only attend certain classes and competencies within their own training program or they may be advanced into more senior classes (initial courses SQNLDR KEvIN MURRAY (OC ADFSC), WITH STUDENTS, ACW SAMANTHA HOMES, PTE BENJAMIN ROWE AND SMN CYNDY LEONARD AT CHISHOLM TAFE further along the training continuum) if there are positions available. There may also be no net effect and the trainee will complete the entire training package. Where this process is most beneficial is where a trainee may have the bulk of the training package and will only require a few competencies to satisfy the ADF’s Certificate II level. In this case, a training plan can be tailored for the individual and the Navy, as an RTO, can deem the trainee competent through on the job training. Also, for trainees holding more than a Certificate II level of training, their prior learning and experience can again be formally recognised and they may only need to complete the service- specific training before being posted into the ADF. As this last statement belies, trainees from all three Services are managed in this way. The obvious benefit of this process is that trainees are given only the training that they require and this means that Cooks and Stewards can be fast tracked into the ADF without re-teaching already acquired skills. Of course, service-specific training and experience within the branch can only be delivered in the appropriate time and virtually all Cooks and Stewards leave the ADFSC with a Competency Log to complete. In 2007, the QSMC received 83 requests for recognition of held competencies and of these, only one was not recognised in some way. This is approximately double the number received the previous year and, as more training institutions teach to national standards, the number of requests is set to remain high. Events in the Immediate Future. Although to some it would seem like yesterday that the three Services formed an ADF school for catering (and to others that it has been around ‘forever’), the ADFSC reaches a significant landmark in 2009 with its 10 year anniversary. It should be noted that this milestone is also being reached in partnership with our original contractor, who tirelessly supports our mission. Planning to appropriately commemorate this occasion is underway and any former staff or students of the ADFSC who are interested in joining in with the celebrations, should contact the ADFSC to receive further information And finally… Congratulations to ABCK Kate Svanfelds on her recent award as the Chisholm Institute of TAFE’s Hospitality Student of the Year for 2007. AB Svanfelds was not only judged against other ADFSC Trainees, but also civilian students at each of Chisholm’s three campuses. This is another year where an ADFSC Trainee has received this prestigious award. Well done to SMNCK Kimberley Kennedy, who also did extremely well throughout her training, to be considered for the award.
