30 naVY SuPPLY nEWSLEttER autumn 2009 Fleet Logistic Support Element For those members who have previously deployed to the Arabian Gulf, the FLSE concept is similar to the job performed by the RANLO team. Some of the core tasks conducted by the FLSE-FBE include: 1. Delivery of allocated vehicles to the MFU’s berth. Vehicles are picked up from the Sydney Transport Pool (STP) at Woolloomooloo by FLSE staff and delivered to the ship. Conversely, when a ship sails for more that a few days and needs to return their vehicle, the FLSE staff are there approximately half and hour before sailing time to return the vehicle. West Based ships are unfortunately, classified as a visiting ship by the transport pool and must make a written request in advance in order to book vehicles. A request in a LOGREQ signal is not sufficient. 2. Delivery of mail to the ship on arrival. For all you Writers, yes, that means no more trudging up to FHQ, when you get alongside, to pick up the official and private mail. 3. Delivery of all naval stores (including UED, coordination of provider, medical and dental stores, Local Purchase Orders/Contractor stores, general and dangerous goods returns). Due to space limitations within FLSE-FBE, a modified receipt and despatch type service is provided. Our record is 37 pallets moved in one day. REYNOLDS, LSSN PRINCE AND LSSTD HEIDI CULLIS FLEEt BaSE EaSt On Wednesday, 23 January 2008, the Fleet Logistic Support Element – Fleet Base East (FLSE-FBE) was officially opened by the Commander Australian Navy Systems Command, then CDRE S.R.Gilmore AM, CSC, RAN and the Commander Combat Support Group, CDRE B.J. Kafer CSC, RAN. The FLSE-FBE is situated in Building 122 at Garden Island, Sydney and for those who are not familiar with “The Island” Building 122 is directly adjacent to the large hammerhead crane at FBE Berth 1. The FLSE is currently manned by an OIC (LEUT - SU Charge Qualified), CPOSN, CPOCK, CPOSTD, LSSN, LSCK, and two ABSNs. It should be noted that the CPOSTD and CPOCK still come under the administrative and operational command of the Commander Fleet Logistic Support at Fleet Headquarters (FHQ) and as such are only “lodgers” of FLSE-FBE. Given the advantages of being so close to fleet units, it was decided to co-locate them with the core FLSE-FBE staff. The FLSE was created as a joint trial by FHQ and Navy Systems Command (NAVSYSCOM) to provide logistic support to all Australian MFUs whilst alongside FBE. This concept was similar to the other FLSEs based at Cairns, Darwin and HMAS STIRLING which support tender vessels. However, FLSEFBE supports MFUs which are self-accounting vessels with both a charge qualified Supply Officer and Stores Accounting Officer embarked. The FLSE assists the ship’s staff by supplementing the Supply team onboard and removing some of the time consuming tasks that are carried out when a MFU arrives at, or departs from, FBE. Additionally the FLSE-FBE acts as a centralised location within Garden Island for the provision of logistic support whilst the ships are berthed at FBE. 4. Temporary holding of Canteen, dry provisions and fresh/frozen stores for ships. This is usually limited to “on the day” of berthing stores. If a ship is going to be late and stores are expected, then the FLSE can arrange refrigerated containers to store these items until the ship arrives. 5. Loan of FLSE-FBE personnel to assist ship’s Supply departments with stores evolutions such as stocktaking, materials handling, preparing returns and IMS checks. These checks can be done at the FLSE as staff have access to SDSS via the DRN. In addition FLSE-FBE personnel as utilised as operational reliefs to satisfy fleet Personnel Deficiency Reports or augmentations for Logistic Support Element duties interstate and overseas. However, a balance is maintained with minimum numbers of FLSE-FBE personnel available to provide general FLSE services. FLSE FBE - PREPARING STORES GOFFAS AND BREAD FOR DELIVERY
