32 naVY SuPPLY nEWSLEttER autumn 2009 Submarine Cells FLSE-FBW has two Submarine Cells, each responsible for three CCSM’s and are located in building 76 at FBW. Each Submarine Cell consists of one POSN, one LSSN and four ABSNs. Submarine Cell One HMAS COLLINS HMAS FARNCOMB HMAS RANKIN Submarine Cell Two HMAS DECHAINEAUX HMAS SHEEAN HMAS WALLER The following are some of the duties undertaken by the two Submarine Cells: Action SP114’s and bundle in BLD76 Produce weekly UND A/B report (L-R) WO M. OLSON, MIDN R. HIGGINS, RAN, CMDR W. MALCOLM. RAN, LEUT B. PLUMMER, RAN AND MAJ A.J. AUSTIN. were not given the necessary attention. Accordingly, on 10 Mar 08, a trial commenced with the aim of improving the logistics support and governance provided to CCSM’s and HMAS SIRIUS. The FLSE-FBW Trial concluded on 30 Nov 08. The OIC FLSE-FBW is responsible to CO JLU(W), for delivering all aspects of logistic support to the FLSE’s supported units. Food services The FLSE-FBW Food Services section is responsible for the actioning of provision demands for supported units and visiting ships, administering Tender Vessel Rations Management and Accounting (TVRMA), assisting with Submarine menu planning and ensuring catering standards are maintained. The Food Services department is located at the HMAS STIRLING main galley. Catering support to CCSM’s and SIRIUS was previously provided by JLU(W) Food Services and since transferring to the FLSE construct, the core business of this section has not changed. Service funds The Service Funds section is located at the FLSE-FBW Shop Front on the FBW Diamantina wharf. The Service Funds section is responsible for administering all Ship’s Fund and onboard canteen operations for CCSM’s and HMAS SIRIUS, as well as managing the accounting processes for these platforms utilising Small Business Accountant 2000 (SBA 2000). Throughout the FLSE-FBW trial the Service Funds team have continued to work towards improving the administration and management of CCSM Service Funds. The creation of this section in aid of CCSM’s has aligned the business operations in accordance with ABR5101 (Accounting Instructions for Service Funds in the Royal Australian Navy) and has reduced the burden previously placed on Submarine Executive Officers, along with an increase in governance and accountability. Submarine support Logistic Services Manager (LSM) The Logistic Services Manager (WOSN) works very closely with the OIC FLSE-FBW, however is mainly responsible for managing all FLSE-FBW material support activities. Submarines Stores Accounting Officer (SAO) The Submarine Stores Accounting Officer (SAO) is a CPOSN who oversees all Submarine material support activities. Submarine logistics planning The Submarine Logistics Planning section is currently managed by a LEUT SU (DOIC FLSE-FBW) with a MIDN acting as the Deputy’s Assistant. The Submarine Logistics Planning section is primarily responsible for organising and coordinating all operational logistics support activities on behalf of CCSM’s. Other functions performed by this section include; coordinating fender movements, conducting Submarine deployment planning meetings, Action Submarines returns on SDSS, manifest and return to BAE Systems Receipt stores for deployed Submarines Receive, consolidate and deliver stores to Submarines as per their storing program Organise freight requirements Coordinate De-Store and Re-Store preparations Manage local purchase activities Monitor SCA muster status Manage the Signal / URDEF database Issue stores to Submarines alongside FBW Logistics Operation Cell (LOC) The Logistics Operations Cell (LOC) is located in JLU(W) building 94 and is responsible for responding to FBW surface units and CCSM’s stores signals, loading SDSS requisitions, raising In Course Of Issue (ICOI) and despatch signals, and raising ST116’s for shipping. FLSE-FBW Shop Front The FLSE-FBW Shop Front is located on the FBW Diamantina wharf and is the first point of contact for all logistic related questions and requests, they also issue stores to Submarines alongside FBW, receive stores returns from Submarines and on-forward to Building 76, and conduct stock checks. FLSE-FBW Refits The FLSE-FBW Refits section is located in building 76 and provides refit support for the Anzac Class Ships. technical support Broadly, this section provides technical support and advice to BAE Systems, FLSE-FBW and JLU(W), which includes conducting technical inspections and identifying items for disposal. navy supply customer accounts (SCa’S) The Navy Supply Customer Accounts (SCA’s) section is responsible for the management of Navy shore based SCA’s, which includes; managing the stocktake programs for the Navy SCA’s, of which there are 94 in total, conducting compliance checks, and managing the FBW Not In Catalogue (NIC) program.
