21 NAVY SUPPLY NEWSLETTER AUTUMN 2010 JP 2077 will be delivered in two distinct phases. Phase 2B.1 of the project focuses on the replacement of the Standard Defence Supply System (SDSS) Version 4 by the Military Integrated Logistics Information System (MILIS). The introduction of a single system provides the platform for standardised logistic processes across Defence. This phase of the project is due to be rolled out to Defence in July 2010 and is currently under User Acceptance Testing (UAT). Phase 2B.2 delivers deployable logistics capabilities to communications interrupted environments. This phase builds on current track and trace capabilities and integrates in-transit visibility into the core logistics system. Successful delivery of ADF Deployed Logistic System will include the phase out of SLIMS. Why Change? JP2077 was established in response to deficiencies in the Australian Defence Organisation Logistics' Information System (ADO LIS) highlighted during operational experiences in East Timor and the Middle East and has been subject of adverse findings by the Australian National Audit Office (ANAO). Although Navy has a robust Deployable System (SLIMS) the Supply Systems Redevelopment Project (SSRP) will not support SLIMS after 2B.2 'go live' albeit SLIMS will remain a viable 'backup' should issues arise from the preferred Deployable Logistic solution. The Deployable Logistics System (DLS) is split into two areas; DLS and Integrated In Transit Visibility (IITV). DLS Key Advantages • Accurate global inventory accounting through improved data input; • Improved auditability, asset tracking and reporting of global inventory and assets; • Consistent processes and procedures through use of a common logistics application across the National Support Base (NSB), deployed operational environments and across the services; • Standardisation and rationalisation of training and help desk support across the ADO; and • Improved corporate-level support for monitoring, analysing and reporting the cost of conduction an operation using up-to-date logistics data. IITV Key Advantages • Improved logistics support by providing an integrated end-to end supply chain visibility system; • Improved ability to redirect consignments whilst in-transit; • Enhanced track and trace capability; and • Automated Identification Technology (AIT) to maximise task automation opportunities. Phase 2B.2 commenced on 27 January 2010, with the proposed Design Solution to be presented to the Commonwealth on 7 June 2010, with the system due to be rolled out to the first RAN Ship in 2013. If the Design Solution is accepted by the Commonwealth, a series of workshops will be held in late 2010 to examine Project deliverables, and participation by the Logistics community is vital to ensuring that the SLIMS replacement will be a good fit for Navy's needs. The Navy's PNF SMEs for Phase 2B.2 are LCDR Mark Delphin and CPOSN Piercy with assistance from three reservists, CMDR Phil White, LCDR Brett Gallon and WOSN Andrew Grey. The team are located in the MINCOM Office in Turbot Street Brisbane and are available to discuss project development, milestones and requirements throughout the course of their assignment.
