CPO Winkler will post out in Dec. CPOML-P Lansdell -- Instructor -- CPO Lansdell continues to provide an excellent level of instruction and support the school but unfortunately will also leave us in Dec. POML-SC Jenkinson -- Instructor. POML-SC Prince -- Instructor. POML-P Ellis -- Instructor. HMAS Penguin: LCDR Casson -- OIC will depart at the end of 2013. LCDR Stewart -- MLO Desig and DMLO Desig instructor. LCDR Entwistle -- DMLO Desig and AMLO Desig instructor. LEUT Nicky Noakes -- Admin and audit. WOML-C Bill Shepherd -- CIO, WO Shepherd will also depart at the end of 2013 to be replaced by WOML-SC Murdoch after working tirelessly this year to ensure all courses are resourced, planned, and in accordance with the RANCP and he has also arranged for extra QuickBooks courses to be delivered throughout the year to ensure the backlog of stewards and MLOs is reduced for QB training. The Victories There have been many victories this year and the school is now heading in a direction that aligns itself with Fleet and other key agencies. We have all collaborated together on issues which we know exist in the Fleet, and despite not being perfect (yet), we believe we have made significant headway, which best serve our trainees and key customers. Some examples of these victories are: Course content and DTI (SCALAR) Due to the increased number of staff at the school we have been able to spend time reviewing the current course structures, content and length. We commenced a review with the Category Sponsors and TSG into the Duty Task Inventory (DTI previously known as a SCALAR), as this is the authoritative document to drive all the other changes. The MLO PQ Sponsor has approved the DTIs for both AMLO and DMLO and so updates to these courses have already commenced. With input from Fleet on policy and support from TSG the updated DTI's really do now reflect what DMLOs and AMLOs are actually delivering at sea and therefore the training is now going to be aligned with the outputs expected. Despite the MLO DTI not yet being reviewed yet the course content has, as now the MLO course or 'rusty pusser' course is now been reduced from three weeks to a one week workshop which will mainly consist of external SME instruction. The previous two weeks were dedicated to QuickBooks training and this can now be attained on a one week QuickBooks course for those officers who do not yet hold the competency. New PQ Board and CQ Boards Ms Donna Kean was employed on CFTS this year to assist the school with a variety of tasks from board coaching, looking at simulation and e-learning and also developing a new CQ/PQ Board which would enhance the professionalization of MLO training. Donnas' significant contribution to the school has enabled the school to finally review CQ and PQ boards, these boards will now align very much with industry with regards to assessing the behavioural and leadership aspects of MLO's. In addition to MLOs being assessed in their leadership style and behaviour they will still need to demonstrate skill and knowledge in the ML core competencies such as catering, materiel management, personnel etc. The workshops which were delivered in Sydney and the resources provided on the TA- MLH website provide detailed information on how the new boards will be structured, and managed. We very much look forward to our first CQ Board candidate in Nov. New PQ Boards will commence in April 2014. Can I also say a big BZ to those PQ and CQ candidates who were successful at boards in 2013, it is clear a lot of hard work and dedication has gone into preparing for these boards and there were some incredible performances. I also want to personally thank those CMDRS who assisted on the CQ boards, namely, CMDR Tony Davidson, CMDR Robyn Sampson, CMDR Morgan Coleman, CMDR Andy Nelson and CMDR Tim Mahoney. The pool for CMDRs to preside on the boards has really benefited those individuals undertaking dummy boards and we have a great selection of CMDRs to choose from with CMDR Noble, Robb, Stevenson and Opie all volunteering to preside on future boards. Barrier Exam for SC Courses CPOML-SC Winkler has introduced a barrier exam for all SC trainees who attend courses; this initiative is aimed to reduce the need for the SC instructors to go back to basics on SC courses and puts the onus back on the individuals to prepare themselves for the next career milestone prior to attending the course. This will enable the SC instructors to deliver Maritime Logistics Branch Training Over view The last twelve months at the RAN-MLS have been like a whirlwind! Firstly we started the year with a new name change, and despite initial concerns over the 75% change-out of staff at the beginning of 2013, we have really hit some goals and are now very well resourced!
